In the Navy . . . . . . . . .or the Army

it is time to continue dissecting the proposal of new constitution we are going to go voting at the end of the month; I will now jump to comment over one of the country’s latest news and its relationship with the proposed new constitution.

As you all know, Evo Morales surprise many last Monday the 5th when he designate a new Commander in Chief of the Bolivian Armed Forces, from the Navy this time. This will not be out of the ordinary if not for this designation being months before it should have happened. The explanation come shortly after, there are serious discrepancies within the armed forces, for several months now, over acquiring power positions before the new constitution is approved and forceful army service finally becomes “constitutional”.

The main reason of this is because Hugo Chavez has dramatically reduced his petrodollar checks; many of them used to keep the Bolivian military happy and obedient to the regime; and now the high command will once again need the slave labor of conscripts to make their living comfortable.

When last year it was brought up to the country’s attention that our current constitution doesn’t obligate its citizens, regardless of gender, to forcefully service in the army; there was a great deal of preoccupation from that branch of the Bolivian society. Off course, there were no apologies to the thousands of Bolivians whose rights were violated when they were forced to comply with military enlistment; many of them picked up from the street in the infamous “caiman”, military trucks, nor there were apologies to the many more who were denied of work in a public institution if they couldn’t produce their military service papers, or if the document said they were “unable”; even if that meant unable to physically do the service, not to work.

The new proposal of constitution, in its Title III, Article 108.12 indicates that among the duties of male Bolivian citizens, it is obligatory to perform the military service. Article 249 in Title VII says a similar thing, but excludes gender, saying; "All Bolivian citizen is obligated to perform military service, according to the law."

So what is the big deal about this, many democracies in the world have obligatory military services, like for example Switzerland, the European nation the Morales regime so much wants to equal; in prosperity, not in freedom of will. Well, there is that little word called, “Law”. The one that is going to be enacted after the new proposal of constitution is approved and Evo Morales is once again elected is already written and waiting its turn to become law in the country. Off course, this assumeing that the new proposal for constitution and evo both win.

Evo himself bragged about its contents a few weeks ago, the new obligatory military service law will establish that all those Bolivian citizens enrolled in the forceful military service will receive 3 months of military training and 9 months of other “technical” training to be used by the conscript to get a job after his service. Well, this is what is essentially wrong with the law:

> The conscripts will be used once again as slaves, constitutionally this time, in “construction”, “farming”, “transportation”, etc. training, for the military hierarchy and their families.

> Technical training must be performed by the Universities and Technical Colleges, many of them state dependant and must not be forceful. Military training is the only obligatory training the military must perform. I have nothing against technical training within the military if one chooses the military career for a living.

> If technical training is going to be freely provided by the state, it must be given equally to “all” Bolivians, regardless of gender of physical condition. The way it is written in the incomeing law allows for it to be constitutionally correct to be prejudiced against women or physically challenged since they are not taken in account for military service.

What I can say, this time, voting NO for the new Constitution proposal wins 3 goals to nil.

Nazi Style – Evo’s Choice, Bolivia Changes

It is really sad in deed the way Bolivia, one of the safest, most democratic and beautiful countries in the world has rapidly changed in the last four years from a united entity with its diversities to a completely divided nation with its differences and is moving to become some kind of neo Nazi state where the government has totalitarian power, physically and mentally, over the people within the area it can physically govern and violent Gestapo like police strikes where it cannot physically govern.

What can Bolivians expect from a regime that wants to govern that will not hesitate to kidnapped a citizen in front of his/her house and children, put you in a vehicle without telling you what is happening and take you away from your peers, from your neighborhood, your vicinity, your state, to a place where they already hate you because you think different than them and try for you to stand trial for accusations that are not even legal, for crimes that don’t even exist in the country penal code?

This is exactly what happened to Roberth Sandoval, who was kidnapped by the Morales regime in his natal Sucre and taken to El Alto, a town better know for their citizens’ atrocities and public lynching by beating and burning. And that has the possible fate of this citizen of Bolivia if not because the judges, as well as many policemen and military; are afraid and uncertain of the fate of Evo and the maSSist and will not fully cooperate if their bad deeds are immediately denounced. As it happened this time and as it happened with a political refugee from Cuba in the early days of this totalitarian administration; kidnapping also denounced early and that fortunately ended with the protection of the refugee by an European country that truly believes in human rights.

We can only expect that those citizens of Bolivia still undecided to throw Evo Morales from his throne start to get the picture clear, about Evo, his hateful and racist regime and all those socialist that helped the maSSist regime to climb into power and that are suppose to help us, like Waldo Albaracin, our “ombushman”, limited himself to “observe” the way Roberth was detained and even said he was not beaten even after a medic gave the tortured several days of physical incapacity.

Worse is the example of those organizations that a few days ago where claiming racism and defense of the indigenous people human rights in Bolivia and today say nothing! I will like to know the position of certain “expert” of the UN about the behavior of these indigenous descendant policemen that kidnapped and tortured a “criollo” just because their indigenous president ordered them to do so. If this would have being the government of Goni and the kidnapped somebody from Achacachi, we will certainly be hearing more than enough from them.

There is only one solution for peaceful reclaiming of democracy in the nation, and that is to vote for Evo step down from government in the next revocation elections; lets keep working for it, lets work for the “re change”.

INCONGRUENCIA

Es una palabra que los bolivianos vivimos día a día, pero que la gran mayoría posiblemente la entiende tanto como las palabras que están de moda, “oligarquía”, “autonomía”, “movimientos sociales”, “indigenismo”, “fascismo”, “mazismo”. Para no caer en lo redundante abrí mi diccionario de la real academia española y saqué la siguiente definición de la palabra incongruencia:

“Falta de acuerdo, relación o correspondencia de una cosa con otra.”

Y es que el régimen mazista ha sido incongruente desde su ascensión al poder ejecutivo, empezando por sus promesas electorales. Entre las incongruencias a destacar de esta filosofía endógeno fascista y racista que esta enfocada en tratar de sofocar a la democracia y al respeto de los derechos humanos en nuestra amada Bolivia, tenemos:

Incongruente es querer establecer la lengua quechua, aymará u otra lengua diferente al español como lengua nativa de Bolivia, por que la lengua nativa de Bolivia es el español o castellano si así lo prefieren. Asimismo incongruente es que el mismísimo Evo, quien promulga ser un nativo más originario de Bolivia que la mayoría de los Bolivianos que somos criollos; no sepa ni siquiera hablar su dice que lengua originaria quechua.

Incongruente es movilizar a miles de personas, a muchas de ellas a punta de chicotazos, para que mueran en las calles como simples peones en un juego de ajedrez político pidiendo la nacionalización de los hidrocarburos y la reversión de los activos de las empresas transnacionales a manos de YPFB. Para que luego le digan a esa pobre gente que después de sentarse en el silloncito presidencial la cosa no había sido como se mira desde las barricadas en la calle y no se puede así nomás nacionalizar a los hidrocarburos.

Re contra incongruente es oponerse en la cámara baja del legislativo mazista a aprobar las mejoras realizadas en los Petrocontratos por la cámara alta del mismo poder después de haberse demostrado por días la corrupción a raja tabla y los errores garrafales cometidos por los primeros por el simple hecho de ni haber ni leído los famosos contratos.

Incongruente es ascender al poder mediante la violencia, los bloqueos, la presión en las calles, echándole la culpa al gobierno de turno por el derramamiento de sangre. Para derramar sangre cuando los mismos sectores que lo apoyaban antes ahora usan las técnicas aprendidas del mazismo para presionar al régimen; incongruente además es que se le eche a la culpa ahora a los Sectores Sociales (SS) de esas muertes.

Incongruente son las penurias que sufren nuestros hermanos Bolivianos desesperados de salir del país donde reina el tirano que ellos mismos subieron al trono, lo que también es una incongruencia. Por que si, en efecto y aunque lo repitan incesantemente aquellos adiestrados en el mazismo, no es la clase pudiente Boliviana la que está emigrando, el la clase pobre, la que tenía en su mano el voto seguro del MAS. Eh incongruencia es que esa pobre gente tenga que pagar, léase comprar, un pasaporte; en US$ 570.- con tramitador, para que salga en 3 días cuando nuestro gobierno tan populista entrega carnes de identidad gratis y en menos de 1 día.

Incongruencia es poner la cara y rasgarse las vestiduras cuando le conviene hablarle “duro” a los Europeos y tirar al viento la mentada amenaza de pedirles visa que nunca implementaran como la famosa visa para los gringos; cuando lo que les interesa es obtener los votos de estos miles y yo me atrevería a decir millones, de Bolivianos que podrían salvarle el pellejo a Evo votando por su constituyente y después por el.

Incongruencia de tamaño baño es organizar una cumbre indígena para sacar un documento que formalice sus derechos diseque originarios ante la OEA, cuando sus lacayos más sanguinarios, los SS cocaleros del Chapare han practicado el genocidio de nuestros hermanos indígenas Yuquies en dicha zona; a quienes no se les permite ni entrar a las poblaciones gobernadas por el régimen.

Hay que rescatar eso si, en beneficio del régimen mazista, que para nada es incongruente el movilizar a sus SS chapareños y demás lacra para incitar la violencia en aquellos lugares que sostenía poder político y empezó a perderlo, como es el triste caso del sangriento 11-1 en Cochabamba o la ridícula movilización de estos SS en forma permanente en la hermosa ciudad de Sucre con el propósito de presionar a una Asamblea Constituyente para sacar una nueva constitución a medida de su propósitos excluyentes y racistas.
